Vanuatu's approximately 300,000 people (Vanuatu Bureau of Statistics, 2020) spread across 83 islands are exposed to cyclones, tsunami, volcanic eruptions, ashfalls, earthquakes, mudslides, flooding and drought. As the frequency and intensity of extreme weather events increases due to climate change, disasters pose a primary threat to Vanuatu's national security and human development. Tropical Cyclones (TC) Judy and Kevin (both of Category 4 intensity) made landfall over Vanuatu on 1 and 3 March 2023. TC Judy and Kevin affected an estimated 24,657 households (123,288 people) with 90 per cent of houses in Shefa and Tafea provinces destroyed or severely damaged.
