Donor support, in the form of grants and blended finance for investments, advisory services or policy reform, has become an integral part of EBRD’s business model and crucial to help the Bank deliver on its transition mandate. At the same time, the effective use of concessional finance and blended finance requires ensuring that such support enhances the impact of EBRD investments, addresses market failures and does not distort markets, in line with relevant DFI principles for blended finance.
